About Staff

David Modisette Executive Director:
Dave is the executive director of the California Municipal Utilities Association which represents over 60 publicly owned electric and water utilities in California. He has over 35 years of experience working on energy and environmental issues with the California Legislature and state regulatory agencies. Before CMUA, Dave was a partner in the lobbying firm of Public Policy Advocates, where he was also the executive director of the California Electric Transportation Coalition. Dave was also project director of the California Legislature’s Joint Committee on Energy Regulation and the Environment, and earlier was legislative director for an individual Assembly Member. Dave also worked for 10 years at the California Energy Commission, where he was division chief of the Energy Technology Development Division.
Anthony Andreoni Director of Regulatory Affairs:
Anthony joined CMUA in 2010 as the Director of Regulatory Affairs where he is responsible for representing the association before the maze of state agencies impacting public energy and water utilities. Prior to joining CMUA, he worked in state government for 18 years. Most recently he served at the California Air Resources Board, as Chief of the Research & Economics Studies Branch. Anthony also held several agency-wide positions managing projects and providing technical, regulatory, economic, and policy consultation. He managed a number of high-profile regulatory and incentive programs for clean vehicles, and programs to reduce emissions for commercial refrigeration systems and automotive consumer products. He also oversaw the Board’s economic analysis on the Renewable Electricity Standard.
Debbie Armstrong Administrative Manager:
Debbie is the administrative manager for CMUA. Her duties include organizing and coordinating the association’s many events, updating membership information and tracking legislation that may impact CMUA members. Before joining CMUA in 2007, Debbie served as Director of Special Projects for a California–based educational trust. Prior to that, Debbie worked as a legislative coordinator and meeting/event planner for several different offices representing a wide range of industries from construction to consumer protection.

Alicia Priego Director for Energy:
Alicia Priego is CMUA’s Director for Energy and legislative advocate for all energy-related issues. Alicia recently joined CMUA after serving as the California Public Utilities Commission’s (CPUC) Deputy Director of the Office of Governmental Affairs. During her tenure at the CPUC, she represented the Commission before the state legislature and was responsible for managing legislation and political negotiations on both energy and telecommunications policy. She covered a broad range of issues including distributed generation, smart grid, electric vehicles, and broadband deployment. Alicia began her political career in 2002 in the office of Assembly Member Christine Kehoe and has worked for other members of the Legislature including Senators Alex Padilla and Carole Migden.

Jennifer West Director for Water:
Jennifer is the legislative advocate for CMUA on all water-related issues. She joined CMUA in 2010 as the organization’s Director for Water after more than 15 years of resources-related legislative experience. Prior to joining CMUA, Jennifer worked at Geyer Associates, where she was the principal legislative representative for the firm’s water clients for more than 10 years. For her clients she successfully sponsored numerous pieces of legislation that were signed into law including bills on groundwater, fishery restoration, habitat preservation and recycled water. From 1995 to 1999 Jennifer served as a legislative and public relations specialist at Kahl-Pownall Companies, where she focused on resource issues and developing legislative communication strategies for clients.
