Energy Efficiency in California's Public Power Sector
A Status Report December 2006

California Senate Bill 1037 (Kehoe), signed into law in September 2005 established several important policies regarding energy efficiency.  Among the many provisions of the law is a statewide commitment to cost-effective and feasible energy efficiency, with the expectation that all utilities consider energy efficiency before investing in any other resources to meet growing demand.

This report, Energy Efficiency in California's Public Power Sector:  A Status Report complies with Section 6 of the statute, requiring each publicly-owned utility (POU) to "report annually to its customers and to the State Energy Resources Conservation and Development Commission, its investment in energy efficiency and demand reduction programs."  Thirty-nine POUs are submitting energy efficiency data in compliance with the provisions of the legislation, including 26 that have previously not been requi8red to formally file energy efficiency program information with the California Energy Commission (CEC).

The California Municipal Utilities Association in partnership with the Northern California Power Agency and the Southern California Public Power Authority, began a collaborative effort in October 2005 to develop an evaluation tool to measure energy efficiency programs effectiveness and report program savings in a consistent and comprehensive manner.

    CMUA co-sponsored  the development of this easy-to-use package of energy conservation programs and promotional ideas for cities, counties and park districts. The package was produced by the League of California Cities, California State Association of Counties, California Park and Recreation Society and Local Government Commission.
