CMUA Welcomes New and Returning Board Members
(Sacramento, Calif., April 22, 2021) — The California Municipal Utilities Association (CMUA) Board of Governors has elected two new board members and re-elected one board member.
Charles J. Berry, utility director for the City of Lompoc, was appointed to the position in January 2021. He previously was the manager of distribution services and maintenance operations for the Imperial Irrigation District. Berry also has held managerial positions with Truckee Donner Public Utility District and Lodi Electric Utility. City of Lompoc utilities include water, wastewater, electricity, refuse and recycling, and a broadband network.
Paul A. Cook, P.E., general manager of Irvine Ranch Water District (IRWD), was appointed to the position in 2013. He previously was IRWD’s assistant general manager and served as engineering manager for Central and West Basin municipal water districts in Los Angeles County. A registered civil engineer, Cook is responsible for all aspects of IRWD operations, including approximately 400 staff and a combined annual operating and capital budget of over $260 million.
Craig Miller, general manager of Western Municipal Water District, oversees the district’s day-to-day activities, including oversight of finance, operations, engineering, community affairs and water resources. Western Municipal Water District is one of the largest public agencies in Riverside County, providing water and wastewater services to nearly one million people. Miller has served on the CMUA Board of Governors since 2017.

Berry and Paul Cook for their new roles on the CMUA Board of Governors,” said Barry Moline CMUA executive director. “I’m confident they will help CMUA and its members successfully navigate the challenges and opportunities ahead for California public power and water. I also want to thank Craig Miller for continuing to be a valued member of the board.”
The board terms for Berry, Cook and Miller will continue into 2024.
