Job Opportunity: CMUA Director for Water

The California Municipal Utilities Association (CMUA) is seeking a full-time Director for Water on California water-related issues. This is a senior position that requires maturity, commitment, and accountability. It is an exciting leadership opportunity, able to influence the future of California's water policy and direction. Applications are due November 12, 2024.

Responsibilities include:

  • Leading CMUA’s water program, including legislative, regulatory and policy.

  • Supervise one direct report and oversee 2 contract lobbyists.

  • Developing policy positions with members.

  • Strategizing ways to advance the positions of public water and wastewater agencies.

  • Advocating for members’ positions in the legislature, governor’s office, administrative agencies, and when necessary, the public.

  • Bill identification, analysis, tracking, monitoring, reporting, and staff oversight.

  • Recommending legislative positions and strategies.

  • Testifying before legislative committees.

  • Meeting with individual legislators and staff.

  • Working with stakeholders and interest groups. 

  • Drafting legislative bills and amendments.

  • Writing position papers, letters, and alerts.

  • Regular communication with CMUA members, including solicitation of their comments, positions, and concerns.

  • Regular written and verbal reporting to members on the status of legislative and regulatory activities and developments.


The following experience is highly valued:

  • Supervisory experience.

  • Demonstrated teamwork skills.

  • Working with multi-member associations.

  • Legislative and regulatory issues and proceedings with California state water agencies.

  • Excellent communication, including strong writing and speaking skills.

  • Proven ability to work with a variety of individuals to develop consensus.

  • Familiarity (but not deep expertise) with federal water and environmental legislation.

  • Highly organized.

  • Strategic thinker.

Minimum 5 years’ experience working on California water issues before the California legislature, agencies, and governor’s office, with responsibilities similar to those described above. 
 
CMUA is a member of the California Public Employees Retirement System (CalPERS) and provides benefits similar to state and local government agencies. The monthly salary range for this position is $10,352.25 to $14,915.19.
