Regulatory & Legislative Compliance Manager

Under general direction, the 0931 Manager III, Regulatory and Legislative Affairs Manager, provides analysis, consultation, and support to the Power Enterprise’s Hetch Hetchy and CleanPowerSF programs regarding policy and program design and development, regulatory compliance reporting, and legislative initiatives.  The position manages the regulatory and legislative group, which represents the Power Enterprise’s (Hetchy and CleanPowerSF) interests in Federal, State, and local regulatory and legislative venues through advocacy and other active engagement.  The group participates in formal proceedings and works directly with stakeholders.  This position manages eight technical staff.


ESSENTIAL FUNCTIONS:

  • Plan, direct, and evaluate a wide variety of regulatory programs
  • Monitor and participate in regulatory and legislative proceedings that may affect SFPUC Hetch Hetchy Power, CleanPowerSF, and the energy costs of San Francisco residents, businesses and government agencies.
  • Draft and present testimony and other proceeding documents for regulatory and legislative bodies and support the development of testimony and presentations of others before those bodies.
  • Assure timely submittal of accurate reports to agencies monitoring SFPUC power operations and other regulatory compliance reporting
  • Consult with and advise other Power groups regarding the potential effects of changes in state and federal regulation and law.
  • Coordinate with other government agencies on policies, programs, and opportunities
  • Provide support for presentations to local agencies, decision-makers, and community groups.
  • Support development of and monitoring of City and agency planning documents and processes, including the Power strategic plan
  • Support the development of reports and communications related to City and SFPUC programs, including climate and GHG reporting and reports on the implementation of other City energy policies.

Requirements Qualifications
  • Possession of a bachelor's degree from an accredited college or university; AND
  • Five (5) years of professional experience in electric operations and/or regulation program administration, of which three (3) years must be supervising professionals
SUBSTITUTION: May substitute up to two (2) years of required education with additional years of experience.

DESIRABLE QUALIFICATIONS
  • Master's degree from an accredited college or university
