Principal Civil Engineer

Anaheim Public Utilities seeks a dynamic Principal Civil Water Engineer to supervise, assign, review, and participate in the work of staff responsible for providing civil engineering services related to water capital projects. The Principal Civil Water Engineer will oversee a staff of project managers that designs, bids, funds, and coordinates the construction of Anaheim's water projects, such as pipelines, wells, reservoir tanks, treatment plants, pressure reducing and booster pump stations, large valves, and interconnections. The Principal Civil Engineer will assist in the development of and maintenance of assigned budgets, ensure the performance of contracts with engineering firms and contractors, supervise and mentor employees, and coordinate assigned activities with other divisions, departments, and outside agencies.

Candidates must possess at least four years of responsible water-related civil engineering experience including one year of administrative and/or lead supervisory experience supplemented by a Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field. Ideal candidates will possess experience designing, bidding, and overseeing construction related activities for pipelines, wells, pump stations, reservoirs, and water treatment projects from a public water utilities agency and engineering consulting firm. A well-experienced candidate with over 10 years of experience is highly desired.
The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

Coordinate the review of Environmental Impact Reports and developer studies to ensure that water rates, rules and regulations are clarified and understood.

Coordinate and plan with developers to ensure that adequate water is available for new or redeveloped areas; negotiate, prepare, and review records of agreements with developers; update water rules as necessary; coordinate the review and approval of water system plans as submitted by developers.

Manage and maintain the Area System Distribution Network Analysis Model to simulate field conditions; identify system improvements and upgrades.

Perform special water system studies to ensure that existing facilities are rehabilitated, maintained and operated in an economic manner.

Monitor and evaluate the operation of water systems, equipment, and computer hardware and software; recommend new systems and equipment to improve water utility operations.

Participate in the acquisition of equipment and water systems; prepare specifications and purchase requisitions; evaluate proposals and prepare award recommendations.

Participate in the development of the five year water system plan; oversee financial forecasting and analysis activities to ensure that system plans will meet future City water needs; direct and participate in the planning of assigned capital improvement projects.

Coordinate the acquisition of public right of ways with real property staff for water system capital improvement projects.

Plan and oversee feasibility studies and planning of water and recycled water projects.

Oversee analysis of the City's water supply and demand, projection of future demand and supply, analysis of impact of other agencies actions on the City's water supply, and development of water supply projects.

Plan and oversee development of water supply plans including Urban Water Management Plans, Water Supply Assessments, and Water Supply Verification studies as required by the state.

Oversee water resources data management and reporting and processing payments for water production and purchase.

Plan, prioritize, assign, supervise, review and participate in the work of staff responsible for providing civil engineering services within the assigned section.

Establish schedules and methods for providing civil engineering services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.

Participate in the development and implementation of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; monitor work activities to ensure compliance with established policies and procedures.

Participate in the selection of civil engineering staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

Participate in the preparation and administration of the assigned budget; submit budget recommendations; monitor expenditures; administer the capital improvement program budget.

Serve as project manager on the most complex projects and oversee staff assigned less complex projects; administer project from inception to completion including planning, design, review, public meetings, bidding, and construction; develop scope of work; serve as liaison to City staff, developers, engineers, consultants, the general public and external agencies on proposed development projects; develop project timelines and sets priorities; assign work tasks and oversee the services of consultant staff.

Respond to questions and inquiries from the general public, other agencies, developers, contractors, engineering professionals, and City staff regarding engineering and development projects; investigate complaints and recommend corrective action as necessary to resolve complaints.

Determine the scope of planning and engineering projects; oversee the preparation of plans and specifications by city staff; prepare requests for proposals and contracts for consulting services; review plans of consulting engineers and private contractors; make technical engineering decisions and establish technical criteria and standards.

Calculate the quantity, quality, and cost of materials; prepare plans and specifications related to assigned project.

Prepare reports and studies on current and future planning and capital improvement projects.

Check plans for complex construction projects to determine compliance with applicable codes; check engineering methods used in project design and verify accuracy of structural calculations.

Prepare regional, state, and federal grants; monitor and track application requests and approved grant programs; provide regular updates and closeout reports to support the administration of the grant.

Maintain records concerning operations and programs; identify and obtain data necessary to develop studies and reports; prepare reports on operations and activities.

Coordinate activities with those of other divisions and outside agencies and organizations; provide staff assistance to assigned management staff; prepare and present staff reports and other necessary correspondence.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of civil engineering; incorporate new developments as appropriate into programs.

May act as Manager of assigned section as required.

Perform related duties as required.
Experience and Education: Four years of responsible civil engineering experience including one year of administrative and/or lead supervisory experience supplemented by a Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

Knowledge of: Operations, services and activities of a civil engineering program; principles of supervision, training and performance evaluation; modern and complex principles and practices of civil engineering and design; procedures, methods, and techniques of civil engineering; practices, methods, and terminology of surveying; construction standards; principles and practices in hydraulics; City engineering policies and procedures; procedures necessary in applying for regional, state and federal grants; principles of advanced mathematics and their application to engineering work; principles and practices of complex project management and administration; methods and techniques of complex contract negotiations and administration; methods, materials, and techniques used in civil engineering projects including those used in the design and construction of development projects; methods and techniques of engineering plan review and analysis; engineering maps and records; recent developments, current literature, and sources of information related to innovations and trends in civil engineering design and development; types and sources of pollutants that affect the environment and the methods to reduce or eliminate them; purpose and practices of environmental pollution programs related to the development of standards and associated legal problems and procedures involved in environmental regulation and enforcement; principles and practices of project management; basic principles and practices of budget preparation and administration; principles and procedures of record keeping; principles of business letter writing and basic report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state, and local laws, codes, and regulations.

Ability to: Coordinate and direct civil engineering programs; supervise, organize, and review the work of professional and technical staff; select, train, and evaluate staff; recommend and implement goals, objectives, policies and procedures for providing civil engineering services; understand the organization and operation of the organization and of outside agencies as necessary to assume assigned responsibilities; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; prepare clear and concise reports; participate in the preparation and administration of assigned budgets; prepare engineering computations; prepare and review engineering plans, specifications, and estimates of public works projects; administer contracts; use and care for engineering and drafting instruments and equipment; perform technical research and solve engineering problems; conduct comprehensive engineering studies and prepare reports and recommendations; plan and organize work to meet changing priorities and deadlines; effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

License/Certification Required: Possession of an appropriate, valid driver's license. Possession of State of California registration as a Professional Civil Engineer.
