Laboratory Director
The Laboratory Director is responsible for the direction, management, supervision, coordination, and operations of the District’s Philip L. Anthony Water Quality Laboratory. The laboratory is state-certified and provides a broad range of drinking water and wastewater analyses using complex chemical, microbiological, and physical methods. The laboratory features approximately 32 full-time equivalent staff who collectively analyze in excess of 20,000 samples per year. The Laboratory Director reports to the Executive Director of Water Quality and Technical Resources.

Specific job duties include:
  • Day-to-day leadership and works with staff to ensure a high performance, customer service-oriented work environment that supports achieving the laboratory’s and District’s mission, objectives and values regarding teamwork, as well as mutual trust and respect 
  • Strategic advanced planning, setting of goals and objectives, and prioritization of laboratory activities 
  • Management of direct reports, including supervisors; conducting written performance evaluations; making recruiting, hiring, promotional, termination and disciplinary recommendations 
  • Effective oral and written communication with laboratory staff, linked departments, senior management, and external audiences 
  • Management of laboratory workload within budgeted staff and resources; preparation and monitoring of annual laboratory budget 
  • Research and approval of laboratory procurement, including supplies, equipment, maintenance/support contracts, and travel; generates District submittals to the Board for the approval of high-end analytical instruments 
  • Provide direction on analytical support and application research for advanced method development, such as for Unregulated Contaminant Monitoring Rule (UCMR) programs and other emerging contaminants 
  • Represent the District at professional group meetings and conferences, including the preparation and delivery of technical presentations 
  • Through subordinate supervisors, manages and ensures: 
    • Laboratory safety program is observed and updated as necessary
    • Certification by State Environmental Laboratory Accreditation Program (ELAP); successful completion of state and/or federal audits
    • Laboratory Quality Assurance Manual (QAM) and Standard Operating Procedures (SOPs) are observed and updated as needed 
    • Laboratory Information Management System (LIMS) maintenance and development activities support efficient workflow, data reporting, and quality control objectives 
    • Review and validation of analyses and reported data

Education/Training: Bachelor’s Degree in Chemistry, Biology, Microbiology, or a related field. A Master’s Degree or higher is preferred. A valid Laboratory Analyst/Water Quality Analyst certificate from the California Water Environment Association or California-Nevada Section of the American Water Works Association is desirable.
Experience: Ten years of professional level, analytical laboratory and quality control experience, including five years of supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Knowledge of:
  • EPA and Standard Methods used within an environmental/water analysis laboratory spanning organic, inorganic, microbiological, and physical techniques applied primarily to drinking water matrices;
  • Analytical instrumentation including FIA, IC, IC-MS, ICP-MS, ICP-OES, HPLC, GC-MS, LC-MS/MS, and related sample preparation techniques
  • ELAP and TNI laboratory certification requirements; principles of quality control
  • Laboratory workflow from sample receiving through data reporting
  • Laboratory safety policies and safe work practices
  • Principles of effective management, supervision, and teamwork
  Skills in:
  • Effective oral communication and interpersonal interaction with employees, supervisors, senior management, regulators, and general public, etc., to exchange information and to receive direction
  • Using tact and diplomacy in dealing with sensitive and complex issues, situations, and people
  • Clear written communication (e.g., performance reviews, Board submittals, planning/budget documents, etc.)
  • Personnel management and facilitation of teamwork
  • Defining issues, analyzing problems, evaluating alternatives, and developing sound conclusions and recommendations within a dynamic and complex water quality laboratory
  • Prioritization and management of multiple objectives to meet short- and long-term laboratory needs
A valid California driver's license and proof of automobile insurance are required.
