Regulatory Advocate

Organization Profile

CMUA was formed in 1932 and incorporated in 1933 to represent the interests of California’s community-owned electric utilities before the California Legislature. Today, CMUA represents both energy utilities, municipalities and water agency members before the California Legislature, the Governor’s Office and the maze of regulatory bodies such as the California Energy Commission, the California Air Resources Board, the Department of Water Resources, the California Independent System Operator, and the State Water Resources Control Board.
 

Position Summary

The Regulatory Advocate is a full-time position that plays a key role in the Association’s advocacy efforts for its water utility/agency membership. This position is responsible for working closely with the Deputy Executive Director and members to advocate for regulatory issues important to the Association along with providing analysis of regulations and legislation. This position requires registration as a lobbyist.
 

Essential Functions and Duties

  • Monitor and track regulations on behalf of Association members.
  • Provide analysis of regulations and legislation affecting public water agencies and utilities in California.
  • Advocate in favor/against regulations affecting public water agencies and utilities.
  • Draft letters of support and opposition on regulations of concern to the Association.
  • Prepare agendas and minutes for the Regulatory Committee.
  • Assist in the preparation of the Association’s annual water policy guidelines and other strategic documents.
  • Develop and maintain positive relationships with coalition partners and advocacy organizations, regulatory staff, regulators, and administration officials.
  • Develop content for Association events including, but not limited to, the Annual Conference and Capitol Day.
  • Write content for Association publications, website and social media platforms.
  • Perform some administrative duties, including support or leadership on conference and video calls.
  • Provide support on regulatory issues related to energy, as needed. 
  • Some travel required; generally within California.

COVID-19 Considerations
As of July 2020, CMUA policy staff have the option of working remotely, which is expected to continue into the near future due to COVID-related concerns. The successful candidate will receive an Association-issued phone and laptop for working offsite.


CMUA is a member of the Public Employees Retirements System (CalPERS), and provides retirement and medical benefits similar to state and local government agencies. Salary is commensurate with experience.

Requirements

Qualifications/Requirements

  • A minimum of three years’ experience working in government relations or for a state regulatory agency.
  • Demonstrated ability to analyze public policy proposals, including the drafting of regulations and/or legislative language.
  • Experience in and comfortable communicating with high-level regulatory and executive branch policymakers and staff.
  • Excellent writing, communication and reporting skills, teamwork, time management, and ability to adapt to changing environment and demands.
  • Demonstrated ability to work independently as well as part of a team.
  • Bachelor’s degree required, J.D. desired, but not required.
