Federal Government Affairs and Member Programs Manager

NCPA is hiring a Federal Government Affairs and Member Programs Manager at our Headquarters office in Roseville, CA.  Responsibilities of this position include proactively advocating before Congress and federal agencies to advance NCPA’s federal policy priorities and educating Members of Congress and legislative staff about key energy, tax, federal power, environmental, wildfire, and other policy issues impacting NCPA and its member systems. This role involves the development of advocacy materials and preparation of regular updates and analysis of federal issues for NCPA’s Legislative and Regulatory Affairs Committee to support position development and member involvement.  It also includes coordinating closely with NCPA’s partner organizations in the public power arena and other industry organizations to advance shared policy objectives related to federal issues.  

This position also includes a focus on member programs—working to actively engage our membership in support of the agency’s advocacy and creating forums where NCPA members can interact directly with policymakers and stakeholders on the agency’s priority policy issues. This position is based out of NCPA’s headquarters offices in Roseville, California, and entails periodic travel to Washington, DC. 
 

DESCRIPTION

This position works closely with NCPA Legislative and Regulatory Affairs Committee to proactively advocate before Congress and federal agencies to advance NCPA's federal policy priorities. Educate Members of Congress and legislative staff about key energy, tax, federal power, environmental, wildfire, and other policy issues and related implications for NCPA and its member communities and districts. Develop white papers for use in advocacy efforts, and provide regular updates and analysis of federal issues for NCPA's Legislative and Regulatory Affairs Committee to support position development and member engagement. Maintain stakeholder and coalition relationships with partner organizations and represent NCPA on committees and at functions of partner organizations. Work closely with NCPA's outside Washington, DC-based lobbyists to represent the agency in congressional proceedings and serve as a resource to the agency's congressional delegation and federal agency officials. 

In the area of member programs, this position includes organizing lobby days for locally-elected officials and utility staff from our member communities and districts to meet with Members of Congress, legislative staff, and agency officials. To support NCPA member engagement in our lobbying efforts, NCPA hosts three policy-focused conferences each year that provide an opportunity for NCPA members and staff to interface with policymakers and stakeholders on key energy policy issues. This position entails developing agendas and serving as the NCPA L&R team leader for securing high-level speakers for these conferences, including a Federal Policy Conference held in Washington, DC, each year.
 

RESPONSIBILITIES AND ESSENTIAL DUTIES

RESPONSIBILITIES:

  • Lobby before Congress and the Administration concerning federal legislative issues of importance to NCPA and its members.
  • Work closely with NCPA's outside DC-based lobbyist to track and analyze legislation regarding potential impacts on NCPA and its members and proactively develop and implement strategies to ensure effective representation during congressional and agency proceedings.
  • Work with NCPA members to establish NCPA's federal legislative priorities and ensure members are well-informed of legislative and regulatory developments. 
  • Represent the agency as a participant in the proceedings and events of related stakeholder organizations, and work together in coalition with our public power partners.
  • Prepare white papers on key issues and other informational materials for use by NCPA staff and members during legislative visits.
  • Make regular presentations to NCPA members on federal legislative and agency-related developments of importance to the agency.
  • Write congressional testimony and agency comments as needed.
  • Plan and organize NCPA member lobbying visits with Congress and Administration officials—including scheduling meetings, conducting NCPA member briefings in advance of lobbying events, preparing white papers and lobbying packets for distribution, and leading meetings between NCPA members and Members of Congress, congressional staff, or agency officials. 
  • Responsible for securing speakers for the agency's three annual policy-focused conferences—including the Federal Policy Conference held in Washington, DC, each year. 
  • Serve as the L&R team lead in developing conference programs and coordinating agency outreach to secure high-level panelists and keynote presenters on policy and other issues of importance to NCPA.

ESSENTIAL DUTIES:

This position requires that the incumbent reports for work on time and maintains satisfactory attendance per Agency policy;  Ensures work responsibilities are covered when absent; Arrives at meetings and appointments on time; Performs special assignments for the Assistant General Manager for Legislative and Regulatory Affairs or others as assigned. Requirements
MINIMUM QUALIFICATIONS
Experience with federal legislative and regulatory processes and familiarity with energy policy issues is desired. Strong writing and verbal presentation skills and related experience are essential. The Federal Government Affairs and Member Programs Manager position is based out of NCPA's Roseville, California office, and travel to Washington, DC, and regionally throughout the West will be required. 
Level III Education and/or Experience
Bachelor's degree in a related field and a master's degree is desirable but not required. Requires a minimum of three years of demonstrated professional level experience performing the responsibilities of the position with limited direction. Or an equivalent combination of education, experience, and/or training.
Level IV Education and/or Experience
Bachelor's degree in a related field and a master's degree is desirable. Requires a minimum of five years of demonstrated professional experience as a legislative advocate performing the responsibilities of the position with limited direction. 
 
KNOWLEDGE AND ABILITIES 
Knowledge:
Knowledge of federal legislative and regulatory processes; Knowledge of energy policy issues.   
Abilities:
Ability to speak clearly and persuasively in positive or negative situations; Listen and get clarification; Respond well to questions; Demonstrate group presentation skills; Participate in meetings and effectively anticipate questions and interests of others in the discussion; Strong meeting management skills to support legislative advocacy and ability to function as a spokesperson in meetings;  Ability to think strategically and proactively, work well in a team environment, and maintain a strong focus on member service will be important in this role; Organize and prioritize work, manage time and diverse responsibilities, and meet deadlines via self-directed project management; Ability to problem solve by quickly assessing issues and opportunities at hand and using sound judgment to determine the appropriate course(s) of action.

SPECIAL REQUIREMENTS
  • Valid California Driver's License and insurance.A level III has no supervisory responsibilities.
  • A level IV may provide direction, coaching, or training to other staff within the department.
WORK ENVIRONMENT
  • The noise level in the work environment is usually moderate.
  • The position requires some overnight travel, including travel by plane and automobile.
  • NCPA currently has a part-time telework program in place.
