Utilities Analyst I/II
The Public Utilities DepartmentCustomer Services Division, has an opportunity for one position at either the Utilities Analyst I or II level depending on the qualifications of the applicant. The Utilities Analyst will conduct data and impact analysis, participate in administrative research to guide decisions impacting polices, procedures, and customer enhancements. Additionally, the Utilities Analyst will administer critical programs, serve as a liaison between the Customer Service Division and the Technology Division, and audit Customer Service procedure for effectiveness.

$63,038.00 - $83,678.00 Annually
$72,975.00 - $100,341.00 Annually
 
3% Increase effective July 8, 2022
$64,931.00 - $89,280.00 Annually
$75,166.00 - $103,353.00 Annually
 
Note:  The department has sole discretion to appoint at either level. The two classes are distinguished by level of experience required.  In proportion to candidate's level of qualifications, consideration will be given at the appropriate level. 
ESSENTIAL FUNCTIONS:
  • Prepare administrative studies and research projects as required; prepare statistical data, graphs, and presentations; assist in the coordination and implementation of approved studies and projects.
 
  • Conduct administrative or management studies, analysis and investigations related to the activities and operation of the Public Utilities Customer Service Department; gathers, compiles, and interprets a variety of statistical data; and prepares administrative reports.
 
  • Research, analyze and recommend changes in departmental procedures and or operations as part of process management; assist in their development and implementation; identify and/or recommend goals, objectives, policies and procedures for assigned programs; and establish implementation schedules and methods. 
 
  • Assist with researching, developing and performance benchmarking in support of the Department's business goals and objectives.
 
  • Track, research and analyze for compliance with legislative and regulatory developments.
 
  • Assist managers in communicating division level goals and performance measures throughout the organization. 
 
  • Monitor and review agreements to ensure contracted amounts are not exceeded, and that insurance is current; renew agreements as appropriate to ensure continuity of consultant/contractor services. 
 
  • Provide assistance on special projects; conduct studies/analysis and coordinate findings with requester; prepare final report and present orally and in writing to appropriate management staff.

Requirements
QUALIFICATIONS:
Candidates must possess two years of experience (three years for Utilities Analyst II) in the areas of financial and economic analysis, rate development, productivity and cost reduction analysis development, operations analysis and audits, cost benefit analysis, legislative and regulatory compliance analysis, performance indicator development or project schedule evaluation. Experience need not be with a public utility or agency, yet it is highly preferred.

Candidates must have a Bachelor's degree from an accredited college or university with course work in business, economics, business administration, public administration, engineering, environmental science or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.  

Candidates must have knowledge of statistical analysis; principles and methods of statistical measurement, project planning techniques; benchmarking and performance measurement; information systems; procedure development; work flow analysis; City and Utility Department policies and procedures; effective training practices; personal and network computer software to manage and analyze data; complex spreadsheets and database applications; pertinent federal, state, and local laws, rules, codes, and ordinances. Experience with a Customer Information System is highly preferred.

Candidates must demonstrate the ability to prepare reports; gather, organize and analyze data; prepare complete and concise reports; conduct operational audits; collect, compile and analyze data and information; understand legal contractual and lease documents; make sound recommendations related to assigned projects; prepare clear, concise and accurate reports; assist and/or develop performance indicators; maintain business process maps; effectively communicate and promote ideas to senior and administrative managers; operate effectively and independently with employees other departments; collect, evaluate and interpret data; apply administrative principles and techniques to the solution of various management concerns; assist and/or plan and coordinate multiple, projects; deal diplomatically with all levels of personnel; use good judgment and exercise sensitivity in the conduct of audits and special studies; maintain confidentiality; assist and/or develop content for internal and external communication; conduct comprehensive operational audits which may be sensitive and result in change within the organization; use personal computers and related software in the analysis of  information and the preparation of charts and graphs; make effective oral presentations; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
