Electrical Services Administrator
Under general administrative direction, this management position is responsible for the management and oversight of the Electric Services Section of the Glendale Water & Power Department. This position will act as the lead manager in the absence of the Chief Assistant General Manager of Electrical Services.

Essential functions of the job include, but are not limited to, the following:
  • Ensures Department services are provided with exceptional customer service and the highest level of ethical standards
  • Provides direct oversight of the Electrical Engineering Section andmay be assigned to oversee the Field Operations Section
  • Analyzes, plans, designs, and operates the electric system and distribution facilities in accordance with local, state and federal regulations
  • Oversees both short and long-range planning for transmission, substation, and distribution facilities including systemic revisions to the Electric Capital Improvement Plan and preparation of engineering studies that provide planning level details and costs of capital improvements projects.

Requirements Minimum Requirements

Knowledge, Skills & Abilities
Knowledge of:

Applicable Federal, State and Local laws, ordinances, codes, standards and regulations related to, safety, reliability, construction and inspection.
Engineering principles as they relate to the design, construction, operation and control of electric power systems.
Familiarity with advance technologies in renewable energy and storage systems.
Principles of contract management and the preparation request for proposals.

Skill in:
Determining the best course of action in a given situation, while remaining patient and professional when leading others toward that conclusion, and being open to alternatives.
Effectively composes and prepares reports, memorandums, letters, and e-mails that are professional, easy to follow.
Leading teams toward Departmental goals and objectives.
Making effective presentations to the public.

Ability to:
Provide exceptional customer service to those using GWP, in concert with regulatory responsibilities. 
Communicate effectively with all levels of employees and the public, including co-workers, managers, executives, council members, commissioners, and outside agencies.
Effectively manage subordinates.
Establish and maintain smooth working relationships and effectively resolve interpersonal conflicts.
Foster a teamwork environment.

Eight years of recent and progressively responsible professional experience in an electric utility, four years of which must include working in a responsible supervisory capacity.

Management Experience with Staffing and Supervising in one or more of the following disciplines is highly desirable: T&D Engineering, SCADA/Substation Engineering, Electric Customer Planning/Services, and/or Renewable Distribution Resources Engineering/Services.

Experience in the Management of Engineering and Field Staff in a Utility or equivalent is highly desirable.

Registration as an Electrical Engineer with the California State Board of Registration for Civil and Professional Engineers.

Coursework towards obtaining a Certification as a Project Management Professional (PMP) OR Master's of Arts or Master's of Science Degree in Engineering or Organizational Leadership, Master's of Business Administration (MBA), Master's of Public Administration (MPA), or related field is highly desirable.  

Valid California Class C driver's license.

An equivalent combination of experience, education and/or training may substitute for the listed minimum requirements.
There is no acceptable equivalent for the registration as an Electrical Engineer with the State of California.
