Electrical Engineer / Senior Electrical Engineer
Alameda Municipal Power (AMP) is looking to fill one (1) full time engineer position at the Electrical or Senior level.  This is a full-time position with a 4-day/36-hour work week, with an outstanding benefits package including a pension plan and a modern work-life balance.  Please review the following information closely as classification requirements, desirable qualifications, and eligible benefits vary based on position and bargaining unit.
Compensation Ranges
Electrical Engineer: $109,588 - $133,205 annually (FLSA exempt)
Senior Electrical Engineer: $134,249 - 163,180 annually (FLSA exempt)

About the Division/Position
This is a dynamic time for electric utilities and AMP's Engineering & Operations Division plays a key role in shaping the design, construction, and operation of the transmission and distribution system.  The Engineering Section works very closely with the Operations Section (Line, Substations, Metering, and System Control) to achieve safe and reliable distribution of electricity every day.
As part of the team, you will have the opportunity to create and implement a variety of programs that help in achieving AMP's goals and vision.

Examples of duties - Electrical Engineer:
  • Prepares and may supervise the preparation of plans, specifications and cost estimates for the construction and repair of overhead and underground electric power transmission and distribution systems.
  • Manages utility construction projects, taking responsibility for contract administration, schedule coordination, public relations, liability claims, inter-utility coordination, and quality control.  Field decisions and supervision of tests may be required.
  • Makes recommendations for the electric utility in areas such as electric power, transmission, distribution substations, system operation, system protection, metering, energy management, lighting, communications, load forecasting, system planning, budget planning, transmission and distribution routing studies and easement acquisition.
  • Works with and provides guidance to the utilities' customers in establishing utilities' service requirements and efficient usage and outside consultants working on major programs.
  • Coordinates construction operation and maintenance of system transmission, distribution and generation with other utilities.
  • Monitors utility compliance with State and Federal regulations; makes recommendations and may develop and implement procedures for compliance.
  • Develops and implements operation, maintenance, and testing procedures for utility facilities.
  • Performs complex electrical calculations and analysis; conducts various studies in areas such as protection coordination, system planning and load forecasting.
  • Assists in long-range planning of utility capacity and reliability.
  • Assists in the preparation of the utility's annual budget and capital improvement plans.
  • Supervises, trains and evaluates assigned staff.
Examples of Duties – Senior Electrical Engineer
  • Responsible for preparation of plans, specifications and cost estimates for complex electrical equipment and installations; recommends system additions and improvements.
  • Performs complex engineering design for transmission, substation and distribution protective relaying using microprocessor-based relays including relay logic and settings configurations.  Prepares relay testing and commissioning forms.  Mentors electrical maintenance technicians and engineers in testing and understanding various protective schemes.  Updates substation equipment schematic and wiring diagram for any completed modifications or upgrades
  • Manages and oversees various construction projects (internal and external); coordinates directly with developers, design consultants and contractors; ensures designs and construction comply to standards.  Works with developers, contractors and AMP compliance inspectors to resolve conflicts or design changes.  Performs testing and acceptance of work and equipment.
  • Reviews customer design permit application package for new business, subdivisions, service upgrades, etc., coordinates and communicates with customers, developers, outside consultants, contractors, and other city departments to ensure compliance with AMP safety and construction standards.
  • Performs various complex engineering analysis and studies such as short circuit, arc flash, power factor correction, protection coordination, voltage drops, pole loading, etc.
  • Uses various software, such as Microsoft Office applications, GIS applications, system modeling software, and various specialized equipment and systems software.
  • Reviews and approves work of technical and engineering staff including completed project designs.  Helps resolve design, construction and maintenance issues.  Provides training to engineering and operations personnel for new equipment and smart devices.
  • Assists and provides guidance to electrical maintenance technicians on Supervisory Control and Data Acquisition (SCADA) database mapping and Human Machine Interface (HMI) configurations.  Performs integration of new microprocessor-based protective relays and automation controllers into SCADA systems including testing and commissioning and system operator training.
  • Provide technical support in troubleshooting SCADA issues including fiber communications, ethernet switches, Remote Terminal Units (RTUs) and Real Time Automation Controller (RTAC) devices, investigates and resolves SCADA alarms, software and hardware problems, and firmware upgrades.
  • Investigates and analyzes system events using the events file gathered from the microprocessor relays and SCADA.  Provides findings and technical recommendations and corrective measures.
  • Mentors and trains engineering and technical staff members on electrical and engineering topics including distribution protection, specifications, design techniques for overhead and underground distribution systems, AMP design and construction standards, rules and regulations.
  • Provides technical support and consulting to other internal divisions/sections, consultants, and other city departments.
  • Reviews, researches and makes recommendations in the updating of construction standards, engineering design guidelines, rules and regulations, and equipment and material technical specifications.
  • Supervises professional engineers and technicians engaged in the performance of various system studies including system planning, loss evaluation, protection coordination and load forecasting.
  • Prepares and reviews technical specifications and statements of work for labor, materials, and equipment to be purchased.  Performs feasibility studies and market research; evaluates bids and prepares reports for the Public Utilities Board.
  • Assists the Engineering Manager to supervise, train, and evaluate assigned staff; participates in the selection of staff, develops and monitors employee training; develops and monitors employee performance benchmarks; performs ongoing employee observation to ensure quality assurance and employee excellence; works with employees to correct deficiencies.
  • Assists the Engineering Manager in preparing budgets, identifying priority projects, and preparing cost estimates.

Electrical Engineer Education and Experience:
The Electrical Engineer requires graduation from a four-year college or university with major course work in Electrical Engineering, and three years of professional utility power system engineering experience. The Electrical Engineer also requires registration as a Professional Electrical Engineer with the State of California.
We will also consider an equivalent combination of education and experience that meets the stated qualifications.
Senior Electrical Engineer Education and Experience:
The Electrical Engineer requires graduation from a four-year college or university with major course work in Electrical Engineering and six (6) years of progressively responsible experience in planning, design, and operation of electric utility power systems, at least two (2) years of which must have been in a supervisory capacity level. The Senior Electrical Engineer also requires registration as a Professional Electrical Engineer with the State of California.
We will also consider an equivalent combination of education and experience that meets the stated qualifications.
Candidates who are registered out of state as a Professional Electrical Engineer are encouraged to apply. Successful out of state candidates would need to have the ability to obtain a State of California license within 6 months of hire to be considered for the Electrical and/or Senior levels.
Possession of a valid Driver’s License and satisfactory driving record at the time of appointment is required as a condition of initial and continued employment only if the operation of a vehicle, rather than the employee’s ability to get to/from various work locations in a timely manner, is necessary to perform the essential functions of the position.

Selection Process
The examination process may include an application and supplemental questionnaire evaluation, a written exam, a performance exam, and/or an oral interview. The examination process may test for, but is not limited to, the essential knowledge and abilities listed in the job specification and announcement and will be designed to provide a comprehensive review of each candidate's technical knowledge and overall suitability for the position.
Qualified applicants will be notified of the exact date, time, and location of examinations approximately two weeks in advance. Candidates passing all components of the examination process will be placed on an Eligible List. A list of names is certified to the department(s) having vacancies based on the type of examination conducted pursuant to the provision of the City's Civil Service Rules. Final selection will be made from the Eligible List by the Department Head subject to approval by the City Manager. The Department Head may utilize additional selection procedures to make a final hiring decision. Placement on an Eligible List does not guarantee employment. Prior to appointment, a thorough reference check will be conducted which may include a credit check and background. The selection process may be evaluated and revised based on the number of qualified applicants. Federal law requires that prior to employment, you must furnish proof of your identity and eligibility for employment in the United States, as required the U.S. Citizenship and Immigration Services.
