General Manager
Under the direction of the Board of Directors, the General Manager plans, manages, directs, and reviews the activities and operations of the Orange County Water District (OCWD); coordinates District services and activities among District departments and with outside agencies; provides highly responsible and complex administrative support to the Board of Directors; manages politically sensitive, confidential and complex assignments; represents the Board of Directors and the District at meetings, hearings and at specific functions; provides detailed information to the public regarding District programs and projects; exercises direct supervision over management staff. Ongoing key challenges for OCWD include prevention of seawater intrusion and enhancement of groundwater replenishment along our coastline, and control and cleanup of groundwater contamination from an ever-expanding list of chemicals of potential concern. This classification is the top executive level within OCWD. The position manages the overall administration and executes the Board adopted strategic direction of OCWD. The position applies advanced management principles and strategic thinking to decisions that impact the organization as a whole and the public being served. The position provides leadership for the entire agency by translating Board policy and direction into administration and operational action which are implemented by the executive team and subordinate management staff.

  • Must have a deep understanding of California water issues, groundwater management, water resources, recycled water, water regulations, industry trends, and the challenges facing the water industry.
  • The successful candidate must embody the District’s family-friendly and safety-oriented culture as a supportive and engaged servant leader.

Requirements Typical Qualifications
Requires a bachelor’s degree in civil engineering, physical science, public or business administration, or a closely related field. A master’s degree is preferred. Must also have a minimum of fifteen (15) years of progressively responsible experience in one or more of the following areas, or a related field: administrative/financial services, engineering, and/or utility operations and maintenance; including five (5) years of experience in department management or executive capacity involving responsibility for planning, organizing, directing, and financing a varied work program and experience with intergovernmental relations.
 
Must possess a valid California Class C driver’s license (or ability to obtain a license before the start of employment) and the ability to maintain insurability under the District’s vehicle insurance policy.

COMPETENCIES
  • Experience working with local, regional, or statewide water-related policy, legislation, and other related issues pertaining to water interests is essential.
  • Experience working with elected officials, boards, committees, regulatory agencies, and representatives of other agencies at local, state and federal levels. Public relations skills.
  • Fully confident with management and technical abilities. Able to explain complex concepts to groups and individuals having a varying level of managerial or technical knowledge.
  • Experience with implementing operations & maintenance programs with emphasis on water and recycled water systems.
  • Experience in negotiations. Ability to maintain vigorous application of District policies, procedures, and standards.
  • Excellent written and oral communication skills. Ability to make presentations before groups as well as District Board and other public meetings.
  • Ability to establish a sense of continuity for the District through working with the Board on the establishment of plans, goals, policies, and priorities with a clear understanding of purpose.
  • Ability to research, apply, and comply with state and local statutes applicable to the governance, finance, administration, and operation of a special district.
