CMUA elects Board Officers and Governors for 2024-26
(Sacramento, Calif. | April 24, 2024) — The California Municipal Utilities Association (CMUA) Board of Governors has unanimously elected its new board president, vice president, secretary and other officers for 2024-26. The new board was seated April 9 immediately after the CMUA Annual Conference in Monterey, Calif.
Michelle Reimers, general manager at Turlock Irrigation District (TID), is CMUA’s Board President. Reimers has been with TID for 17 years. As general manager, she directs the day-to-day operations of TID's irrigation, water storage and delivery system, as well as the generation, transmission and distribution of electricity within a 662 square-mile service area in Central California. Reimers previously served as assistant general manager of external affairs at TID. Reimers received a bachelor’s degree in organizational communications from California State University, Stanislaus. She joined CMUA’s Board of Governors in 2019, served as board secretary 2020 to 2022, and served as board vice president 2022 to 2024. Read more about Michelle on TID's website.
Craig Miller, general manager at Western Water, is CMUA’s Board Vice President. A veteran engineering professional with more than 25 years of experience, Miller has been with Western Water for 10 years. He served as deputy general manager from 2013 to 2017 before becoming general manager. Miller also previously served as assistant general manager for the Inland Empire Utilities Agency and executive director for the Orange County Water District. Miller is a registered civil engineer in the state of California and holds a bachelor’s degree in civil engineering from California State University, Long Beach. Miller joined CMUA’s Board of Governors in 2017 and served as board Secretary from 2022 to 2024.
Paul Cook, general manager at Irvine Ranch Water District (IRWD), is CMUA’s Board Secretary. Cook is a registered civil engineer with over 30 years of experience with water and wastewater systems in both the public and private sectors. Before joining IRWD, Cook served as the manager of engineering for Central and West Basin Municipal water districts in Los Angeles. Cook received a B.S. degree in civil engineering from the University of Pacific in Stockton, a master’s degree in civil engineering from California State University, Long Beach, and an MBA from the University of California, Irvine. Cook joined CMUA’s Board of Governors in 2021 and was re-elected in 2024.
Dan Beans, electric utility director/CEO at Roseville Electric Utility, is CMUA’s Immediate Past President. Beans has worked for Roseville Electric since being named CEO in 2022. Before that, he worked for Redding Electric Utility for 17 years, including as electric utility director from 2017 to 2022. Beans previously worked for a consulting firm where he performed electrical engineering for NASA, the City of Portland, Ore., and other organizations. Beans is a licensed professional electrical engineer and received a bachelor’s degree in engineering physics from Point Loma Nazarene University and a master’s degree in public administration from National University. Beans currently serves on the American Public Power Association’s Executive Committee. He joined the CMUA Board of Governors in 2017.
Russell Mills, director of Treasury and Risk Management at SMUD, was elected as CMUA’s Treasurer. Mills has been with SMUD for five years. Prior to that, he served as chief financial and administrative officer for the Southern California Public Power Authority and assistant division chief and financial policy advisor at the California Department of Water Resources. Mills earned a B.S. in economics from Towson University and an MBA in finance from Loyola Marymount University. Mills has served on the CMUA board since 2020.
Tim Berringer, Electric Manager for the City of Lompoc, has also been elected to the CMUA Board of Governors.

I also want to welcome Tim Berringer to the board and thank Russell Mills for continuing to serve as board treasurer."
