CMUA’s committees and work groups are where members come together to shape the future of California’s publicly owned electric, water, and wastewater utilities. These groups connect utility professionals, industry partners, and CMUA staff to collaborate on key issues, share best practices, and develop solutions that benefit the entire community.

Our Committees & Work Groups

CMUA offers a variety of groups, each focusing on a specific topic or issue area:

  • Regulatory & Legislative Committees – Track and provide feedback on key state and federal policy developments.

  • Operations & Technical Work Groups – Dive into issues like water supply, energy reliability, rates, and infrastructure.

  • Communications & Customer Engagement Groups – Share strategies for public outreach, education, and crisis communication.

  • Safety & Workforce Development Groups – Collaborate on training, safety standards, and workforce pipeline initiatives.

  • Ad Hoc & Task-Specific Groups – Tackle emerging issues or short-term projects that require focused member input.
     

From Ideas to Action: Engage Through CMUA Committees

Committee participation is open to all personnel of CMUA member utilities in good standing. Whether you want to listen and learn or roll up your sleeves and help drive initiatives forward, there’s a place for you.  Interested in joining a committee or workgroup? Legislative Committee
Monitors and advises on state and federal legislation impacting publicly owned utilities. Helps shape CMUA's advocacy priorities.

Regulatory Committee
Provides feedback on agency rulemakings and helps CMUA craft comments and strategies for regulatory proceedings.

Water Focused Committees
Focuses on water supply, quality, conservation, and infrastructure. Shares updates on drought response and funding opportunities.

Energy Focused Committees
Covers power supply, resource planning, reliability, and decarbonization. Discusses policy changes and market trends.

Rates & Finance Work Groups
Explores rate design, cost-of-service analysis, and financial planning.  Members exchange tools and best practices.

Communications & Customer Engagement
Focuses on public outreach, education, and crisis communications.  Shares messaging templates and campaign strategies.

Safety & Workforce Development Groups
Promotes safety culture, employee training, and workforce pipeline initiatives to support utility talent needs.

Ad Hoc & Task Force Groups
Formed as needed to address emerging issues such as wildfire mitigation, cybersecurity, or new legislation.
