CMUA Elects Board Officers and Governors for 2020-21

(Sacramento, Calif., April 13, 2020) — The California Municipal Utilities Association (CMUA) Board of Governors has unanimously elected its new board president, vice president, treasurer and board governors for 2020-21.

Chris Garner, general manager of the Long Beach Water Department, is CMUA’s Board President. Garner has been with the city of Long Beach for more than three decades and was the city’s Energy Resources Department general manager for 16 years before moving over to lead Long Beach Water in 2015. Through the years, Garner has held management positions such as superintendent of gas supply and regulatory affairs, manager of business operations and gas supply, and manager of energy services. Garner received a B.S. and M.S. in business administration from Loyola Marymount University. Garner joined CMUA’s Board of Governors in 2017 and served as board vice president 2018 to present.

Dan Beans, electric utility director of the Redding Electric Utility, is CMUA’s Board Vice President. Beans has worked for REU for more than 15 years and became its utility director in 2017. Beans previously worked for a consulting firm where he performed electrical engineering for NASA, the City of Portland, Ore., and other organizations. Beans is a licensed professional electrical engineer and received a bachelor’s degree in engineering physics from Point Loma Nazarene University and a master’s degree in public administration from National University. Beans currently serves on the American Public Power Association Board of Directors. Beans joined CMUA’s Board of Governors in 2017.

Gurcharan Bawa, general manager of Pasadena Water and Power (PWP), was elected for a second term as a CMUA Board Governor. Bawa joined PWP in 1992 and served in several capacities. Prior to his appointment as general manager in 2017, he served as the assistant general manager of power supply, where he managed the power portfolio, strategic planning and execution, legislative and regulatory matters, and other areas. Bawa has served on the CMUA Board since 2017.

Nicolas Procos, general manager of Alameda Municipal Power (AMP), also has been elected as a CMUA Board Governor. Before joining AMP in 2017, Procos was manager of utilities administration for the Port of Oakland, and also worked for the City of Palo Alto Utilities Department, Alameda Municipal Power, and the California Public Utilities Commission. Procos received a B.S. degree from McGill University in Montreal, Canada.

Russell Mills, director of treasury and risk management at SMUD, was elected CMUA Board Treasurer. Before joining SMUD in 2018, Mills was the chief financial and administrative officer for the Southern California Public Power Authority and served in finance positions for the California Department of Water Resources.

“I congratulate Chris Garner and Dan Beans for their new leadership roles on the CMUA Board of Governors,” said Barry Moline CMUA executive director. “Both are respected members of the board, and I’m confident they will help CMUA and its members successfully navigate the challenges and opportunities ahead for California public power and water. I also want to welcome Nicolas Procos and Russell Mills to the board, and thank Gurcharan Bawa for serving a second term as a board governor."

“Last, I also want to recognize and thank Arlen Orchard for his dedicated service to CMUA the past 16 years. He joined the board in 2004 and served as its legal counsel until 2014.  In 2017 he was elected vice president and then president. Arlen’s leadership and vision during the past three years has helped make CMUA better and stronger.” Moline said.
