Policy Analyst
Position Summary
The California Municipal Utilities Association (CMUA) is seeking to hire a part-time (up to 25-hours a week) Policy Analyst (Analyst) to assist the government affairs team (GA Team) in its advocacy with the California State Legislature, Administration, and Government Agencies. This individual will report directly to and take strategic directions from the CMUA Senior Director of Energy.

Additionally, this individual will coordinate and collaborate with CMUA member energy and water utilities to assist the GA Team in developing consensus positions on legislation and regulations. They will also assist the GA Team in representing and promoting these positions to the appropriate state legislators and staff, the administration, and other stakeholders and external interest groups.

The Analyst position will provide administrative, analytical, and professional support in day-to-day legislative and regulatory activities. The Analyst will conduct research, analysis, and related duties supporting CMUA’s energy, water, and water-energy nexus portfolios. They will provide logistical support for lobbying activities, such as attending and taking notes at meetings and hearings. They will collect, analyze, and present data, as needed for special research projects. They will aid in coordinating activities and information for the CMUA Legislative and Regulatory Committees. Lastly, the Analyst will also perform other related duties as assigned.

The Analyst’s initial focus will be on energy regulatory issues until mid-July 2026. After July 2026, the Analyst will work on energy, water, and water-energy related legislative and regulatory issues.

Requirements Essential Functions and Duties
  • Provide assistance to the GA Team with a variety of legislative, regulatory, and CMUA association activities. This includes, but is not limited to, drafting position letters, drafting emails to stakeholders on behalf of the GA Team, and editing and proofreading materials.
  • Identify, track, analyze, monitor, and report on energy and water-related and environmental bills and budget proposals.
  • Perform a variety of research and analysis on the effects of legislative proposals.
  • Learn to develop written analyses for CMUA legislative and regulatory committee meetings.
  • Participate in legislative and regulatory meetings and telephone/conference calls on behalf of the Government Affairs team as needed; speak and coordinate with Capitol staff regarding legislation and legislative meetings.
  • Support ongoing issue monitoring and internal coordination by maintaining tracking tools such as bill and regulatory trackers, comment deadlines, and hearing calendars, and preparing concise written summaries for the GA team and member-facing communications.
  • Participate in regular calls with members and working group meetings, including providing timely updates as appropriate, preparing background materials for the GA team, taking notes, and developing a summary of meetings/calls.
  • Provide assistance for CMUA’s annual conference, Capitol Day, and other conferences where needed.
  • Aid in the drafting, editing and compiling of information for CMUA’s end-of-session legislative report and the end-of-year regulatory report.
  • Aid in drafting the weekly legislative and regulatory update newsletters.
  • Perform other research and duties as required. 
  • Provide support for webinars and briefings, such as creating PowerPoint slide decks. 
  • Provide assistance for CMUA’s annual conference, Capitol Day, and other conferences where needed.
  • Aid in the drafting, editing and compiling of information for CMUA’s end-of-session legislative report and the end-of-year regulatory report.
  • Aid in drafting the weekly legislative and regulatory update newsletters.
  • Perform other research and duties as required. 

General Characteristics
  • Possess strong organizational and administrative skills such as project management, meeting organization, note-taking, and maintaining detailed task lists.
  • Must be a team player in a highly collaborative environment, both internally at CMUA and externally.
  • Possess the ability to develop and maintain positive working relationships with legislative, regulatory, and administrative agency decision-makers and staff.

Education, Training, Experience
BA/BS Degree in Political Science, Economics, Communications, History, Environmental or other related field is required. Candidates in their senior year of a university program leading to such a degree may be considered.  Experience with legislative or utility research and analysis, including drafting letters, reports, and written analysis, or a combination of education and experience that provides the required knowledge, skills, and abilities, is desirable. Experience working at a membership/trade association or working with California local governments or public utilities is a plus. Familiarity or experience with the California legislative process is preferred.
